Effective the first part of 1996, by Executive Order, President 
Clinton has declared that the nationalization of each state's
National Guard is warranted. The Department of the Army's Deputy
Chief of Staff for Operations has been assigned the task for
re-training each state's National Guard to conduct "...domestic 
operations."  The National Guard's Command and Control
will be under the Federal Emergency Management Agency.

Their new training mission under the domestic operations mission
statement will be to train for inner-city, urban and rural special 
operations to perform non-warrant searches and seizures of all 
homes and businesses for guns, ammunition, computers, and other
"... dangerous and subversive materials."
